Mary T. Moreau was born in Edmonton, Alberta in the mid-1950s, the sixth of eight children in a prominent Franco-Albertan family with deep roots in Western Canada. Her paternal grandfather was a medical doctor who emigrated from Quebec to Saskatchewan in the early 1900s and settled in Hoey, a francophone community, where he became involved in French-language education. Her father, Dr. Joseph Moreau, was an orthopedic surgeon, university professor, and school trustee in Edmonton who strongly advocated for francophone educational opportunities; a middle school, Ecole Joseph-Moreau, was named in his honour by the local Catholic board. Her mother, Marie Dobbin, was anglophone. Two of Moreau's older brothers became orthopedic surgeons, her brother John Moreau became a lawyer and arbitrator, and two of her older sisters pursued nursing.
