Richard Wagner was born on April 2, 1957, in Montreal, Quebec, into a prominent family with deep roots in law and public service. His father, Claude Wagner, was one of Quebec's most distinguished public figures — a lawyer, Crown attorney, judge, Quebec MLA, the province's inaugural Minister of Justice (1964-1966) under Premier Jean Lesage, a candidate in the 1976 Progressive Conservative federal leadership race (won by Joe Clark), a Member of Parliament, and ultimately a Senator appointed by Prime Minister Pierre Trudeau in 1978. Claude Wagner died in 1979 at the age of 54. His mother was Gisèle Normandeau. Richard was the middle child, with an older sister Johanne and a younger brother Christian. His paternal grandfather, Benjamin Wagner, was a violinist who emigrated from Suczawa (Bukovina, Romania). After his grandfather's death in 1957, Richard's paternal grandmother lived with the family, giving him what he described as "two mothers."
