Carole J. Brown grew up in Camden, New York, as an only child of two teachers who encouraged academic achievement. She earned a Bachelor of Arts from Middlebury College in Vermont, an institution renowned for its language programs. She then completed a Master of Arts in language and literature from the Middlebury Graduate School of French at l'Universite de Paris V (Sorbonne) in Paris, France, deepening her expertise in French language and Francophone studies.
Brown's interest in law was sparked during her student years, when she worked summers in the City of New York's housing and development department, with her work concentrated in Harlem. Watching lawyers help squatters secure better housing, she came to believe that while social work offered temporary solutions, lawyers could help effect lasting change in society. This experience inspired her to pursue a legal career.
