ENDORSEMENT

[1] This is a motion to reconsider the decision of Penny J. dated June 11, 2020 denying Ernest J. Guiste leave to intervene as a party in the pending application for judicial review between Mr. Massiah and the Respondents. Penny J. also ordered that Mr. Guiste pay costs in the amount of $3000.00 to the Respondent, the Justices of the Peace Review Council. We see no error in either the conclusion or reasoning of Penny J.. For this reason the motion to reconsider is denied.

[2] The parties may make submissions in writing on the question of the costs of this motion (not to exceed two pages). The Justice of the Peace Review Council shall make its submissions by July 30, 2020 and the other parties shall make their submissions by August 6, 2020.
