The applicant trade union filed a displacement application for certification.

The majority of the Board dismissed the preliminary objections regarding the court order, constitution, and rules, and directed that a representation vote be taken.
However, due to the timeliness objection, the Board ordered the ballot box sealed pending further resolution.
One Board Member dissented, stating a vote should not be ordered until the timeliness issues were resolved.
