The Ontario Land Tribunal issued a procedural order governing the upcoming hearing of an appeal by Y Developments Inc. against the City of St. Catharines' refusal to amend the Official Plan and Zoning By-law.

The amendments are sought to permit the development of stacked townhomes with parking.

The hearing is scheduled for July 14 and 15, 2026, by video.

The Tribunal issued a Procedural Order to govern the upcoming 10-day hearing scheduled to commence on April 7, 2025.

The hearing concerns appeals related to the City of Niagara Falls' Employment Lands Strategy, a residential plan of subdivision, and associated official plan and zoning by-law amendments.

The order establishes the issues list, order of evidence, and deadlines for the exchange of witness statements and other materials.

The Conservation Review Board held a pre-hearing telephone conference to reschedule settlement conferences regarding Notices of Intention to Designate for several properties in Niagara-on-the-Lake.

The rescheduling was necessitated by the creation of the Ontario Lands Tribunal effective July 1, 2020, and the presiding member's departure from the Board.

The parties agreed to hold a combined settlement conference for both internal and external property issues on July 29 and 30, 2020.
