The appellant appealed a thoroughbred ruling imposing a $200 monetary penalty for a conduct violation at Fort Erie Racetrack Association grounds.
The panel heard evidence from the Registrar's witnesses that the appellant shouted profanities and obscenities at AGCO staff after being advised about licensing requirements while her renewal was pending.
The appellant called no witnesses but acknowledged making the comments, while asserting that other parties had already left the area.
The panel was sympathetic to the appellant's frustration with the licence renewal process but found violations of Thoroughbred Rules 16.05(a), 16.05(b), 16.13(d) and 24.04 and dismissed the appeal.
