Decision:
The Panel dismisses the appeal for the reasons set out below.
WHEREAS Rohini Singh (“SINGH”) is licensed with the Alcohol and Gaming Commission of Ontario (“Commission”) as an Owner/Groom, Licence Number HP123150;
AND WHEREAS ON July 28, 2025, Commission Officials issued Thoroughbred Ruling 3281711 to SINGH for a monetary penalty of $200.00, to be paid on or before August 11, 2025, for a conduct violation on June 9, 2025 at Fort Erie Racetrack Association grounds, in accordance with Thoroughbred Rules 16.05(a), 16.05(b) 16.13(d) and 24.04;
AND WHEREAS on September 18, 2025, SINGH filed a Notice of Appeal and a Notice of Motion requesting a stay with the Panel, to which the Registrar consented; AND WHEREAS on October 3, 2025, the Panel granted the stay, on consent;
AND WHEREAS on December 19, 2025, the Panel convened to hear the appeal;
TAKE NOTICE that the Panel dismisses the appeal, for the reasons set out below.

THE CHAIR: Thank you to our administrative staff, the court reporter and the participants in today's appeal. This was an appeal of Ruling No. 3281711, which states that:
Owner/Groom Rena Singh is hereby issued a monetary penalty in the amount of $200, for conduct violation on June 9th, 2025 at Fort Erie racetrack. The fine of $200 shall be paid on or before August 11th, 2025 in accordance with Thoroughbred Rules 16.05(a), 16.05(b), 16.13(d) and 24.04.
Fred Brethour represented the Registrar and called two witnesses, AGCO licensing agent Shannon Devlin and senior race official Fenton Platts. Ms. Singh called no witnesses. On June 9th, the Appellant's license was for up for renewal and she was waiting for confirmation of the renewal. At the close of the AGCO office at 2:00 p.m. on June 9, the renewal had not been received, and it was recommended that a temporary license could be granted.
Shortly afterwards, agent Shannon Devlin and a security officer arrived at the barn of Ms. Singh to inform her that she required to be signed in by another trainer. Shannon Devlin and a security officer heard Ms. Singh shout profanities and obscenities to them following arrival at the barn. Ms. Singh states that she made these comments but says other parties had left the area at that time.
Ms. Singh states that she is extremely frustrated with the process of the licensing renewal. Unfortunately in this technology era, a simple process can lead to delays out of our control. The Panel is sympathetic to Ms. Singh’s frustration in trying to renew her licence.
The Panel finds that there was a violation of rule 16.05(a), 16.05(b), 16.13(d) and 24.04 and therefore denies the appeal and the penalty is as issued. That concludes the matter for today.
