The appellant argued that his seizure pattern was consistent, occurring only in the early morning before driving, and that he was stable on medication.
The Licence Appeal Tribunal found that the appellant's seizures were identical in nature and occurred at the same time of day, and that he was controlled on medication.
The Tribunal concluded that the risk of the appellant having a seizure on the highway was minimal to non-existent and set aside the Registrar's decision.
