The parents of a gifted student appealed the school board's decision regarding their child's placement.
The school board had recommended an enrichment program at its own secondary school, but the parents argued that the program was not yet developed and did not meet the student's needs.
They sought placement at the De La Salle secondary school enrichment program, where the student had already transferred and shown significant progress.
The Tribunal found that the school board's proposed placement was not appropriate as the necessary programs and services were not available.
The Tribunal ordered the school board to purchase the appropriate programs and services from the Ottawa Board of Education for the student's placement at De La Salle for the 1984-1985 and 1985-1986 school years.
