The Ministry refused to disclose the requester's identity under section 21 of the Freedom of Information and Protection of Privacy Act.
The representative appealed.
The Information and Privacy Commissioner upheld the Ministry's decision, finding that the requester's name and address constituted personal information and that its disclosure would be an unjustified invasion of personal privacy.
