At a Case Management Conference regarding appeals of the City of Toronto's Community Benefits Charge By-law, the Tribunal directed the appellants to bring motions to determine two foundational jurisdictional issues: whether the Tribunal has jurisdiction to vary the prescribed 4% charge, and whether it has jurisdiction to alter exemptions in the by-law.
