The Ontario Review Board held an annual review hearing for the accused, who was previously found not criminally responsible for multiple violent offences.
The accused has diagnoses of schizophrenia and severe substance use disorders, and has struggled with compliance and behavioural issues while detained at the Brockville Mental Health Centre.
Applying the principles in s. 672.5401 of the Criminal Code, the Board concluded that the accused remains a significant threat to public safety.
The Board ordered the continuation of the current detention order, with an added provision allowing escorted travel to Ottawa for cultural events.
