The Commissioner found that the City failed to provide sufficient evidence that disclosure would interfere with a law enforcement matter.
The Commissioner also found that the third-party harms test under section 10 was not met, and declined to apply section 12 as it was not raised by the institution.
The City was ordered to disclose the record.
