The Council of the Regional Municipality of Niagara appealed the 1981 budget estimates submitted by the Niagara Regional Board of Commissioners of Police, arguing the 21.6% increase was excessive and unwarranted.
The Region raised concerns about the hiring of 36 new civilians, a 1980 budget deficit, and salary levels.
The Ontario Police Commission found that the Board's budgetary estimates were reasonable and necessary to maintain an adequate and efficient police force, noting the impact of arbitration awards, inflation, and the implementation of previous Commission recommendations.
The appeal was dismissed and the budget was upheld.
