The appellant submitted a freedom of information request to the Ontario Human Rights Commission for records relating to the Ontario College of Art's Equity 2000 Plan.
The OHRC claimed no responsive records existed.
The appellant appealed, arguing records must exist given the high-profile nature of the program and past arbitration.
The adjudicator found the OHRC's search was generally reasonable but ordered further specific searches of the Records Centre, Legal Department, Race Relations Department, and inquiries with the former Director of the Systemic Unit.
