Property assessment reduced to $1,341,000 after applying direct comparison approach and equitable reduction.
The appellants appealed the property assessment of a neighbourhood shopping centre in Kitchener for the 2017, 2018, and 2019 taxation years.
MPAC assessed the current value at $1,842,000 for 2017 and $1,536,000 for 2018 and 2019.
The appellants argued for a value of $1,067,000 based on actual rents, while MPAC proposed $1,533,000 based on fair market rents, and the City of Kitchener proposed $1,500,000 based on open-market sales.
The Assessment Review Board preferred the direct comparison sales approach, determining the current value to be $1,507,000.
The Board also found that an equitable reduction was required under s. 44(3)(b) of the Assessment Act, applying a median assessment-to-sales ratio of 0.89 to arrive at a final equitable value of $1,341,000 for all three taxation years.
