The Assistant Commissioner upheld the application of the exemptions to some records and portions of records, but ordered the disclosure of others that did not qualify for the claimed exemptions.
Finally, the Assistant Commissioner found that the Ministry failed to provide sufficient evidence to establish that its search for responsive records was reasonable, and ordered the Ministry to conduct a further search.
