Kawartha Downs brought a motion to vary a previous ruling and sought approval for its 2000 live and intertrack racing dates.
The Ontario Racing Commission considered safety and sight line concerns raised by the Ontario Harness Horse Association regarding the proximity of a cement wall to the harness track.
The Commission renewed the racetrack operator's licence and approved the requested race dates, subject to strict conditions.
These conditions included constructing a new 7/8th mile track without a hub rail, upgrading the lighting system, and obtaining necessary municipal approvals independent of other development projects.
