An anonymous complainant filed an integrity complaint against five male councillors of Haldimand County, alleging gender-based discrimination and harassment against female government representatives, including the Mayor and the local MPP.
The Integrity Commissioner also investigated a comment made by the Mayor.
The Commissioner dismissed the allegations of gender-based discrimination, finding no evidence that the male councillors' actions regarding a Minister's Zoning Order, a volunteer recognition night, or a letter excluding the MPP from delegations were motivated by gender bias.
The Commissioner also dismissed the complaint against Councillor O'Neill and the Mayor.
However, the Commissioner found that Councillor Shirton breached the Council/Staff Protocol, and thereby the Code of Conduct, by making inappropriate comments ("stop drinking the Kool-aid" and "out of her mind") towards a fellow councillor and the Mayor during meetings.
The Commissioner recommended that Councillor Shirton be reprimanded and issue a public apology.
