REASONS FOR SENTENCE

I. The Facts
1Ms. Cheryl Redmond (“Redmond”) is before the Court to be sentenced after pleading guilty to and being found guilty and convicted of two criminal offences that she committed in the Municipality of Kincardine on March 8, 2024: (i) possession of methamphetamine for the purpose of trafficking, contrary to section 5(2) of the Controlled Drugs and Substances Act (“CDSA”); and (ii) possession of oxycodone for the purpose of trafficking, contrary to the same statutory provision.
2This Court has a transcript of the facts read in by the Crown when the guilty pleas were entered at Walkerton on February 26, 2026.
3Police obtained a CDSA search warrant for Redmond’s motor vehicle and for her residence. That search warrant for the residence was executed by the police on March 8, 2024 at a motel in Kincardine, Ontario. Redmond and her partner and co-accused, Mr. Dale Conant (“Conant”), were both inside the motel room. Redmond was arrested while Conant was initially released (he was subsequently arrested later on that same day).
4Inside the motel room, the police found a glass pipe with some residue on it, 234.7 grams of methamphetamine, a very small amount of cocaine, 112 oxycodone pills, 12 hydromorphone pills, 7 codeine pills, $440.00 in Canadian cash, 3 cellular telephones, drug packaging materials, a digital scale, and four throwing knives which were prohibited weapons.
5After being released on those charges, Redmond was subsequently stopped by the police in Stratford, Ontario. That was on October 21, 2024. Redmond was driving, and it was her motor vehicle, although there were others inside the motor vehicle as well. The motor vehicle was searched by the police. Found inside was a taser, multiple cellular telephones, some Canadian cash totaling $1415.00, and 69.21 grams of methamphetamine.
6The Stratford charges were not pleaded to by Redmond, but the facts underlying those charges were expressly agreed by counsel on both sides to be admitted by Redmond and to be considered by this Court on the sentencing for the convictions out of Walkerton.
II. The Circumstances of the Offender
7From the presentence report that was prepared and filed in this case, we know that Redmond is currently 43 years old, is a Canadian citizen, and has no criminal record.
8According to the author of the presentence report, Redmond was polite and forthcoming, remorseful for her actions, and she seemed to be committed to staying sober and medication compliant going forward. She has bipolar disorder which includes manic episodes, and she has attention deficit hyperactivity disorder, but she was not taking her mental health medications as prescribed at the time of the offences that were committed in Kincardine and Stratford. Further, at the time of the commission of the offences, Redmond was recovering from surgery for pre-cancerous polyps.
9Redmond has four children with Conant. They have been together for about 15 years. It has been a largely dysfunctional relationship. None of the four children lives with either parent – two have been adopted, and the other two are in foster care.
10Redmond has a very lengthy history of substance abuse and addiction. Notwithstanding that history, she obtained her high school diploma, attended and completed a college liberal studies program, and has worked in the past, including as a cafeteria services employee at a Bruce County nuclear power plant.
11At the time that the presentence report was written, in early May 2026, Redmond was still living at a motel in Kincardine and was unsure about the future status of her relationship with Conant. The author expressly wrote that there was cause to believe that Redmond was genuinely motivated and committed to positive change in her life.
