ENDORSEMENT
[1] The registrar has referred this action to the court at the request of the counsel for the defendant pursuant to Rule 2.1.01(6).
[2] As best as I can tell, Leon Victor Jarvis takes exception to a quasi-criminal ticket or summons that he received. The rest of the statement of claim contains gibberish drawn from assorted charlatans who somehow convince people that making arguments about American constitutional history, creating phony court-like documents demanding the delivery of affidavits or compensation, pretending to have multiple legal personalities, and calling oneself a freeman or the like, has the least bit of legal effect. Meads v. Meads, 2012 ABQB 571. The current statement of claim does not even make mention of the defendant.
[3] The statement of claim appears on its face to be frivolous, vexatious, or an abuse of process. The registrar is directed to send notice to the plaintiff in Form 2.1A to provide the plaintiff with one opportunity to explain why the action should not be dismissed. I refer the plaintiff to the decision of this court in Ali v. Ford, 2014 ONSC 6665 at paras. 9 and 10 for guidance if he wishes his claim to be received and treated seriously and with respect due to bona fide litigants. The action is stayed under s. 106 of the Courts of Justice Act, R.S.O. 1990, c.C.43 pending further order of the court. The registrar shall accept no correspondence and no further filings from the plaintiff in this action excepting only the plaintiff’s written submissions if delivered in accordance with the page limit contained in rule 2.1.01(3).
[4] In addition to the service by mail required by rule 2.1.01(4), the registrar is to serve a copy of this endorsement and a Form 2.1A notice on the plaintiff and counsel for the defendants by email if it has their email addresses.
