Three self-represented parties opposed the settlement, raising concerns about compatibility, setbacks, and traffic.
Relying on the uncontested expert evidence of the applicant's land use and transportation planners, the Tribunal found the proposal consistent with provincial policies, in conformity with regional and local official plans, and representative of good land use planning.
The appeal was allowed in part to amend the zoning by-law in accordance with the settlement.
