The appellant appealed Official Plan Amendments 18.3 and 18.4 to the City of Richmond Hill Official Plan regarding the property at 10533 Leslie Street.

The parties reached a settlement to modify OPA 18.4 to permit a day nursery and potentially a private elementary school on the subject lands.

Based on the uncontroverted expert planning evidence, the Tribunal found the settlement consistent with provincial policies and good planning.

The appeals were allowed in part and the amendments approved with the agreed modifications.
