REASONS FOR DECISION
A panel of the Discipline Committee of the College of Nurses of Ontario (CNO) was convened on February 17, l 998 to commence a hearing concerning allegations brought by the CNO against Drazen Domacina, RN. The allegations as presented on the January 21st, 1998 Notice of Hearing are as follows:
You have committed an act of professional misconduct as provided by subsection 5 l(l)(c) of the Health Professions Procedural Code of the Nursing Act, 1991, S.O. 1991, c.32, as amended, and defined in subsection 1(7) of Ontario Regulation 799/93, in that on or about February 2, 1997, while working as a Registered Nurse at Queen Street Mental Health Centre, in the City of Toronto, in the Province of Ontario, you abused a client, [Patient A], emotionally and/or physically in that you struck the client one or more times in the face; and/or
