The applicant sought to construct an addition to the existing building and requested a variance to permit 188 parking spaces instead of the required 305 spaces.
The Committee applied the four-part test under subsection 45(1) of the Planning Act and the two-part test under subsection 45(2).
The majority of the Committee found that the variance was minor, desirable, and maintained the general intent of the Official Plan and Zoning By-law, and that the extension of the non-conforming use was desirable and would not create unacceptable adverse impacts.
