The complainant alleged that the Mayor of Brampton violated the Code of Conduct by improperly engaging a consultant without a tender and by voting to award a municipal contract to a consortium that included a company allegedly controlled by individuals who had contributed to her election campaign.
The Integrity Commissioner found that the Mayor had no involvement in the consultant's engagement, which was handled entirely by city staff.
Regarding the campaign contributions, the Commissioner concluded that receiving lawful campaign contributions does not preclude a municipal councillor from voting on matters involving the contributors, and any alleged pecuniary interest under the Municipal Conflict of Interest Act must be determined by a judge, not the Integrity Commissioner.
The complaints were dismissed as unsubstantiated.
