MADAME CHAIR: Well, Mr. Knight, with the greatest deference to you and your photograph I am going to deny your appeal. The decision of the stewards to dead heat STRAWBERRY SCARLET and IDA BAMBINA for 1st position they made pursuant to the Rules of Thoroughbred racing, rule 13.03.01, following the running of the race on June 28th and I will uphold that finding.
