IN THE MATTER OF THE RACING COMMISSION ACT, S.O. 2000, c.20;
AND IN THE MATTER OF STANDARDBRED TRAINER/DRIVER CURTIS BOND
RULING
Standardbred trainer/driver Curtis Bond was suspended from driving, warming up and parading horses in accordance with Rule 6.38(iii) on January 21, 2003, by the ORC Director of Racing. He appeared before a Panel of the Ontario Racing Commission on February 26, 2003, in accordance with this rule.
Chair Stanley Sadinsky, Q.C., presided over the matter, along with Commissioners Patricia Bullock and Dr. Bernard Brennan.
Curtis Bond appeared on his own behalf and Joanne Mitchell appeared on behalf of the ORC Administration.
On hearing the evidence and submissions made by the parties, the panel determined that Mr. Bond must fulfill the following:
provide a written undertaking to the ORC that he will abstain from all prohibited substances;
enroll in a drug rehabilitation program approved by the ORC Administration;
provide proof of enrollment and evidence of successful completion to the program to the ORC Administration;
provide a weekly urine sample for 6 consecutive weeks, at his own expense, to a laboratory approved by the ORC Administration. He must cause the results of these tests to be released to the ORC Administration;
present himself for testing to the ORC drug testing unit each time it is at a track where he is working;
be suspended from driving for a period of 6 months from the date of January 21, 2003.
failure to fulfill any of the above conditions will result in immediate full suspension of his licence.
