IN THE MATTER OF THE RACING COMMISSION ACT, S.O. 2000, c.20;
AND IN THE MATTER OF STANDARDBRED OWNER/TRAINER FRED WOOLFORD
Standardbred owner and trainer Fred Woolford (J08845) appealed the Judges’ decision that the horses in the 5th race at Woodstock Raceway on May 17, 2003 were given a fair start.
On October 14, 2003, Chair Lynda Tanaka, Commissioner Brenda Walker and Commissioner Bernard Brennan, DVM of the Ontario Racing Commission convened to hear the appeal.
Mr. Woolford appeared on his own behalf and Don Bourgeois appeared on behalf of the Administration.
Upon hearing the testimony of Judge Paul Harrison, upon reading the exhibits filed, and upon hearing submissions on behalf of the parties, the Ontario Racing Commission dismissed the appeal.
The Commission gave oral reasons for its decision, which are part of the transcript.
