Standardbred Driver/Trainer Mark Williams (B8965) appealed from the Ontario Racing Industry Board of Appeal's decision of July 8, 2003 disallowing his appeal from Judges Ruling Number SB 26170 wherein he was fined $500.00 for violation of Rule 18.08(a) of the Rules of Standardbred Racing while driving the horse STONEBRIDGE GLORY in the 10th race at Windsor Raceway on February 21, 2003.
On November 6, 2003, Vice Chair Larry Todd and Commissioners Patricia Bullock and Bernard Brennan, DVM, of the Ontario Racing Commission convened to hear the appeal.
Jean Marc MacKenzie appeared on behalf of Mr. Williams and Don Bourgeois appeared for the Administration.
Upon hearing the testimony of Judge Paul Harrison and Mark Williams, upon reading the exhibits and upon hearing the submissions on behalf of the parties, the Ontario Racing Commission upheld the ruling with respect to the violation of Rule 18.08(a) but varied the penalty to $200.
