Standardbred Owner/Driver/Trainer Doug Hie (533653) appealed the unanimous decision of the Ontario Racing Industry Board of Appeal of July 10, 2003, disallowing his appeal of Judges' Ruling Number SB 29209, wherein he was suspended from driving for three days for violation of Rule 22.05(g)(i) of the Rules of Standardbred Racing while driving the horse SCANDIA QUICK in the 8th race at Kawartha Downs Raceway on May 13, 2003. SCANDIA QUICK finished 2nd and was placed 7th.
On November 7, 2003, Vice Chair Larry Todd, Commissioners Patricia Bullock and Brenda Walker of the Ontario Racing Commission convened to hear the appeal.
Doug Hie appeared on his own behalf and Don Bourgeois appeared on behalf of the Administration.
Upon hearing the evidence of Jim Thatcher, Steve Skene, Kevin Austin, Mike Smith and Doug Hie, upon reading the exhibits and upon hearing the submissions of the parties, the Ontario Racing Commission dismissed the appeal.
