RULING
Standardbred Owner Deborah Critchell appealed SB Ruling 26623 issued by the Ontario Racing Commission Judges at Woodbine Raceway on February 18, 2002. Pursuant to this Ruling, the ORC Judges suspended the horse QUICKSTEP BLUECHIP pending the outcome of an ORC investigation into its bona fide ownership.
On February 26, 2002, Chair Stanley Sadinsky, Q.C,. convened to consider the matter along with Commissioners Dr. Bruce Duncan and Ernest Nock.
Counsel Gerald Sternberg appeared on behalf of Deborah Critchell and Counsel Joanne Mitchell appeared on behalf of the ORC Administration.
On hearing the evidence of ORC Judge Gary Cahill, Trainer Todd Gray, Deborah Critchell and Walter Dixon, on reading the exhibits filed and on hearing the submissions of the parties, the panel disallowed the appeal.
The Reasons for Decision were provided orally and form part of the transcript.
