On December 4, 2002, Chair Stanley Sadinsky Q.C. convened to hear teletheatre licence applications from Rideau Carleton Raceway, Woodbine Entertainment Group and the Ontario Teletheatre Network via teleconference from Toronto.
Reg MacFarlane represented Rideau Carleton Raceway from Prescott, Ontario. Brian Brett represented Woodbine Entertainment Group from Rexdale, Ken Richards represented Picov Downs Racetrack, and Patti Ritter represented the Ontario Teletheatre Network as managed by Elmira Raceway from Elmira, Ontario. Information Services Wendy Hoogeveen represented the Administration in Toronto.
Upon hearing the submissions, the Ontario Racing Commission approved teletheatre licences as follows:
Licensee: Rideau Carleton Raceway

Site Operator: 1490546 Ontario Inc., known as Bowling Palace of Cornwall
effective December 19, 2002.
Licensee: Woodbine Entertainment Group
Site: 1211 Kingston Road, Bldg. 6, Unit A, Pickering, ON
Site Operator: Robert W. Honcharuk, known as Dead Heat
subject to receipt of the liquor licence, and to advising the Administration of the opening date.
Licensee: Ontario Teletheatre Network, as managed by Elmira Raceway
Site: 24-26 Charles Street West, Kitchener, ON N2G 1H2
Site Operator: George Assimocouplos, known as KW OTB,
subject to receipt of the liquor licence, photographs of the completed renovations and to advising the Administration of the opening date.
