DONALD SOUTER, JR.
Donald Souter, Jr. requested a hearing before the Ontario Racing Commission on the Deputy Director’s proposed order of May 9, 2001 to refuse to issue a licence as a jockey to Mr. Souter.
On May 23, 2001 Vice-Chair Herbert Bryant, Commissioner Thomas Deacon and Commissioner Diane Carlton of the Ontario Racing Commission convened to hear the appeal.
Counsel Don Bourgeois appeared for the Administration. Donald Souter, Jr. did not attend the hearing and nobody appeared on his behalf.
Upon hearing the testimony of Edwin Hall, upon reading exhibits filed, upon hearing submissions on behalf of the Administration, the Ontario Racing Commission confirmed the Deputy Director’s proposed order.
The Commission gave oral reasons for its decision which are part of the transcript.
