COMMISSION HEARING TORONTO, ONTARIO – June 20, 2000
IN THE MATTER OF THE RACING COMMISSION ACT, R.S.O. 1990, c. R2;
AND IN THE MATTER OF A HEARING INTO RACETRACK OPERATIONS FOR ELMIRA RACEWAY:
On June 20, 2000 Chair Stanley Sadinsky Q.C., Vice Chair Herbert Bryant and Commisioners Patricia Bullock, Diane Carlton, Thomas Deacon, Bruce Duncan and Ernest Nock of the Ontario Racing Commission convened to hear a request for approval in principle for the relocation of Elmira Raceway from its current site to a site in the Village of Elora in the Township of Centre Wellington. The site is known as Part of Lot 1, Concession 1, East of the Grand River, former Township of Pilkington, with frontage on County Roads 7 and 21.
Dr. Ted Clarke and Roderick MacDougall appeared for Elmira Raceway. Wendy Hoogeveen and Jean Major appeared for the Administration of the Ontario Racing Commission. Hugh Mitchell appeared for The Ontario Jockey Club and Richard Jacob appeared for Flamboro Downs Raceway. David Devine and Reed Lawson appeared on behalf of the Ontario Harness Horse Association.
Upon hearing the representations and submissions of Ted Clarke, Roderick MacDougall, Hugh Mitchell, David Devine and Richard Jacob and upon reading the documents filed which included letters of support from the Ontario Harness Horse Association, Hanover Raceway, Clinton Raceway, Ontario Horse Racing Industry Association and the Ontario Jockey Club and which included a letter of objection from Peter Pickfield, acting for the Centre Wellington Concerned Citizens, the Ontario Racing Commission by resolution approved in principle the proposed relocation of Elmira Raceway in accordance with the plans and the tentative timetable presented.
The Commission gave oral reasons for its decision, which form part of the transcript.
