REASONS FOR DISPOSITION

On October 18, 2022, Peter Theodoropoulos was found not criminally responsible on account of mental disorder on a charge of utter threat to cause death or bodily harm, contrary to the Criminal Code of Canada, (the “Criminal Code”).
Mr. Theodoropoulos is subject to a disposition of the Ontario Review Board (the “Board”) dated March 13, 2025, which orders that he be detained at the Brébeuf Regional Forensic Program (“Brebeuf”), Waypoint Centre for Mental Health Care (“Waypoint”), with privileges up to live in the community within 75 km of Waypoint Centre for Mental Health Care, in accommodation approved by the person in charge.
On Friday, February 27, 2026, the Ontario Review Board convened a hearing at Waypoint pursuant to s. 672.81(1) of the Criminal Code. Mr. Theodoropoulos was in attendance and was represented by amicus, Mr. U. Agostino.
Position of the Parties
Ms. Murdock, on behalf of the Hospital, submitted that Mr. Theodoropoulos continued to pose a significant threat to the safety of the public and recommended that he should remain detained in the Brébeuf program at Waypoint with one change to the existing terms and conditions. The Hospital requested that the Board amend Mr. Theodoropoulos’ privileges to allow him to enter the catchment area of the Waypoint Centre for Mental Health Care: accompanied by staff or an approved person.
This position was supported by Ms. Curry, on behalf of the Attorney General. Mr. Agostino stated that Mr. Theodoropoulos would provide his own position and testimony in the hearing.

“On March 28, 2020, Mr. Theodoropoulos made multiple threatening phone calls to a town official in Bracebridge, Ontario. He left a series of voicemails containing violent threats. During these calls, he expressed frustration over a perceived civil injustice and the town’s lack of support for his proposed ‘university project’. His messages included death threats, references to physical harm, and statements aimed at intimidating the victim. He repeatedly made disturbing and graphic remarks, indicating an intent to provoke a police response. The calls were erratic and aggressive in nature and resulted in four charges of uttering threats to cause death or bodily harm under [s. 264.1(1)](https://www.canlii.org/en/ca/laws/stat/rsc-1985-c-c-46/latest/rsc-1985-c-c-46.html#sec264.
