REASONS FOR DISPOSITION

Introduction
1On April 5, 2024, Mr. Jason Gregorios was found not criminally responsible on account of mental disorder, of two counts of assaulting a police officer and one count each of assault with a weapon and assault causing bodily harm, all contrary to the Criminal Code of Canada (“Criminal Code”).
2Mr. Gregorios is subject to a Disposition of the Ontario Review Board (the “Board”), dated November 21, 2024, which discharges him on certain terms and conditions.
3On August 19, 2025, the Board convened a hearing at Waypoint to conduct an early review of the current Disposition.
4Mr. Gregorios appeared by Zoom with his parents and was represented by his counsel, Mr. K. Evans, who also appeared by Zoom.
5By letter dated August 14, 2025, the Waypoint Centre for Mental Health Care (“Waypoint”) requested an early hearing, pursuant to s. 672.82(1) of the current Disposition.
6Counsel for Mr. Gregorios requested, by a letter dated August 12, 2025, the addition of a pass to allow his client to travel to Montreal from August 30 to September 3. This letter was marked as Exhibit 1 (“Compassionate Letter”).
7The sole issue at this hearing is whether to add a provision to the current Disposition, allowing Mr. Gregorios to travel to Montreal, from August 29 to September 3, 2025, accompanied by his mother or father, with an itinerary approved by the person in charge.
8For the reasons set out below and based on the expert evidence and opinions before us, the Board agreed that it was appropriate to add the requested travel pass.

Reasons for the Travel Pass
10According to the Compassionate Letter, Mr. Gregorios was asking for this pass on compassionate and humanitarian grounds. The purpose of this trip is a family reunion, as his aunt is gravely ill, with a limited life expectancy, and his father has been diagnosed with an advanced stage of brain cancer.
Position of the Parties
11The representative from the hospital, counsel for the Attorney General and counsel for Mr. Gregorios advised that this was a joint recommendation: all agreed that:
a) This hearing does not replace his annual review.
b) A travel pass to Montreal should be issued, from August 29 to September 3, 2025, accompanied by his mother or father and with an itinerary approved by the person in charge.
Evidence at the Hearing
12The Board had available to it the evidence and documents forming the Record, the Exhibits, and oral evidence from Dr. Ismail. Dr. Ismail is Mr. Gregorios’ attending psychiatrist, and he testified as follows:
a) He agreed that it was appropriate to add the travel pass, on compassionate and humanitarian grounds, based on the reasons set out in the Compassionate Letter.
b) This one-time pass is a short-term solution to allow Mr. Gregorios to travel; it is hoped that a family member will apply to become an approved person.
13No other evidence was called.
Analysis and Conclusions
14The Board agrees with the joint recommendation to amend Mr. Gregorios’ current Disposition, to allow travel to Montreal, from August 29 to September 3, 2025, accompanied by his mother or father and with an itinerary approved by the person in charge. The Board added a day on either end of the travel pass, to allow for any issues that often arise in travel. The Board agrees that this is a necessary and appropriate amendment, on compassionate and humanitarian grounds, as set out in the Compassionate Letter.
