DECISION OF THE TRIBUNAL, JANUARY 12, 1996
The panel has received letters from Counsel dated January 8, 1996 and agrees to cancel the hearing days of April 15, 16, and 17, 1996. Counsel for the Applicants has advised that he intends to let the Tribunal and his colleagues know the delivery date of Dr. Steinberg’s report by January 21, 1996. Shortly thereafter, Counsel for the parties are to advise the Registrar’s office whether they have been able to finalize any remaining procedural issues. If needed, the Tribunal will arrange a pre-hearing conference at that time.
The panel is not prepared to add the Group of Employees at Brockville Psychiatric Hospital to the Complaint at this time. While the Respondents have consented to their addition, their agreement is qualified. In any event, as these employees have not raised their complaint at Review Services, the Tribunal has no jurisdiction to consider their case, and jurisdiction cannot be conferred by agreement of the parties. The Brockville Psychiatric Hospital employees may wish to attend at Review Services promptly in order to remedy this situation. Alternatively, it may be possible for the parties to agree that any remedy arising from this case be made available to the Brockville employees.
