MEMORANDUM OF ORAL DECISION DELIVERED BY T.F. NG ON JANUARY 15, 2026 AND ORDER OF THE TRIBUNAL
INTRODUCTION
1This is the first Case Management Conference (“CMC”) for the above-noted matter. Gilbach (Georgetown) Inc. (“Appellant”) has filed appeals against the Town of Halton Hills’ (“Town”) failure to make a decision within the statutory time frames for the Appellant’s applications to permit a redevelopment of three mixed use blocks of 17 to 22 storeys, with a total of 1,481 residential units in respect of the property at 130 Mountainview Road North. The appeals were filed pursuant to ss. 22(7), 34(11) and 51(34) of the Planning Act (“Act”).
2The Affidavit of Service for Notice on file was marked as Exhibit A.
PARTICIPANT REQUEST
3The Participant status request of Julie Rossall [reportedly of 130 Mountainview Working Group (an unincorporated group)] was, without objections, granted to her, in her personal capacity.
DRAFT PROCEDURAL ORDER
4The Tribunal received a draft Procedural Order (“PO”) with Issues List. Counsel requested a three-week hearing to be scheduled, with each Party calling up to 10 witnesses (reducible when Parties further scope issues).
MEDIATION
5The Parties have no instructions but, upon further review of the issues, will be open to considering mediation.
DISPOSITION
6The Tribunal will schedule a 15-day Hearing. There is no further Notice, and the Member is not seized.
7The Tribunal directs that the PO with the deadlines filled in, together with the Issues List, be forwarded to the Case Coordinator by January 29, 2026.

8The Hearing is scheduled to proceed by video at 10 a.m. from Monday, November 23, 2026 to Friday, December 11, 2026.
