UPON APPEALS having been brought by the Canadian National Railway Company (“Appellant”) under subsections 17(24) and 34(19) of the Planning Act, R.S.O. 1990, c. P. 13, as amended, regarding the adoption of Official Plan Amendment No. 149 (“OPA 149”) and Zoning By-law Amendment No. 280-2025 (“ZBA 280-2025”) by the City of Vaughan (“City”) in response to applications filed by MPAR Developments (“Applicant”), in order to facilitate the development of two mixed-use buildings with a total height of 50- and 55-storeys, including shared podium and comprising a total of 933 residential dwelling units, on the lands municipally known as 60 Talman Court in the City (“Subject Lands”);
AND THIS MATTER having come before the Tribunal on Tuesday, April 28, 2026, by videoconference for a first Case Management Conference (“CMC”), whereby it marked as Exhibit 1 the Affidavit of Service of Andrea Buchanan dated April 14, 2026, attesting to proper Notice having been given for this first CMC;
AND THE TRIBUNAL having received no requests for Party status or Participant status;
AND THE TRIBUNAL having been advised that the Parties have been engaged in fruitful resolution discussions which may potentially narrow some, if not all, of the issues in dispute;
AND THE TRIBUNAL having thereby received a joint request by all Parties to schedule a second CMC in August of 2026, in order to allow the Parties the opportunity to continue their resolution discussions;
AND THE TRIBUNAL having so scheduled a second CMC to be held on Wednesday, August 26, 2026 at 10 a.m. by videoconference with the following log-in credentials:

As of March 30, 2026, all hearing events are governed by the Tribunal’s Artificial Intelligence Practice Direction. This Practice Direction requires a party, participant, or witness to include a declaration within each submitted document if generative AI was used to create or generate content.
AND THE TRIBUNAL having directed that the Parties shall file a Procedural Order, inclusive of finalized Issues List should there remain issues in dispute requiring a Merit Hearing, in advance of the second CMC and by no later than 5 p.m. on Monday, August 17, 2026;
AND THE TRIBUNAL having confirmed the Parties’ awareness of Tribunal-led mediation;
NOW THEREFORE THE TRIBUNAL ORDERS THAT:
The Parties shall file a Procedural Order, inclusive of Issues List, with the Tribunal no later than 5 p.m. on Monday, August 17, 2026.
A second CMC is scheduled to be held on Wednesday, August 26, 2026, at 10 a.m. by videoconference at the details above referenced.
