MEMORANDUM OF ORAL DECISION DELIVERED BY T.F. NG ON MARCH 9, 2026 AND ORDER OF THE TRIBUNAL
INTRODUCTION
1This is the first Case Management Conference (“CMC”) for the above-noted matter. Mattamy (Halton Hills) Limited (“Appellant”) has filed appeals against the Town of Halton Hills’ (“Town”) failure to make a decision within the statutory time frames for the Appellant’s applications to permit the development of 1022 detached and 1380 multiple attached dwellings in respect of the property at 10114 and 10242 Eighth Line. The appeals were filed pursuant to ss. 34(11) and 51(34) of the Planning Act (“Act”).
2The Affidavit of Service for Notice on file was marked as Exhibit A.
PARTY STATUS REQUESTS
3There were three Party status requests received. The Tribunal granted Party status to Halton District School Board, Halton Catholic District School Board, and Halton Region Conservation Authority on consent of the Parties.
DRAFT PROCEDURAL ORDER
4The Tribunal did not receive a draft Procedural Order (“PO”) as the Appellant is in the midst of resubmitting their applications to the Town. The Town has yet to review any resubmissions that are pending receipt.
5The Parties requested a second CMC to provide a status update and enable Parties to achieve a resolution in the interim, which Parties are hopeful for.
MEDIATION
6The Appellant and the Town have been in private discussions, with no immediate plans for mediation, but Parties will be open to considering mediation if deemed appropriate.
DISPOSITION
7The Tribunal will schedule a second CMC. There is no further Notice, and the Member is not seized.
8The Tribunal directs that a draft PO with Issues List be forwarded to the Case Coordinator by Thursday, June 18, 2026.
SECOND CMC
9The second CMC is scheduled to proceed by video on Thursday, June 25, 2026 at 10 a.m.

15THE TRIBUNAL ORDERS that:
Party status is granted to: Halton District School Board, Halton Catholic District School Board, and Halton Region Conservation Authority;
The second Case Management Conference is scheduled as above; and
The draft Procedural Order and Issues List be filed by Thursday, June 18, 2026.
