BEFORE: F. LAVOIE MEMBER Thursday, the 24th day of July, 2025
UPON APPEALS brought by 6980848 Canada Corporation (“Appellant”) regarding its Proposed Plan of Subdivision(“DPS”) and Zoning by-law Amendment (“ZBA”) applications, each refused by the City of Ottawa (“City”), to develop 71 residential lots at the property municipally known as 1600 Stagecoach Road;
AND THE TRIBUNAL, having marked as Exhibit 1 the Affidavit of Service attesting to proper Notice having been given for this first Case Management Conference (“CMC”) for the ZBA appeal and proceeded to conduct a CMC on July 24, 2025 held by videoconference;
AND THE TRIBUNAL, having received no requests for Party or Participant status at the CMC;
AND THE TRIBUNAL, having received a request from the Appellant to consolidate its DPS and ZBA Appeals, which the City does not object;
AND THE TRIBUNAL being advised by the Parties that: a 9-day Merit Hearing would be suitable; the City seeks two weeks to finalize the issues list to incorporate external stakeholder comments; and the City can provide the Appellant with proposed conditions of draft plan approval in September 2025;
AND THE TRIBUNAL at the CMC having scheduled a merit hearing to commence on Tuesday, March 3, 2026, until Friday, March 13, 2026, at 10 a.m. by videoconference;

THE TRIBUNAL ORDERS THAT:
The Proposed Plan of Subdivision and Zoning By-law Amendment appeals are hereby consolidated;
The merit hearing is scheduled as detailed above;
The City of Ottawa will provide the Appellant the updated Issues List on or before Thursday, August 7, 2025; and
The Parties will provide the Tribunal with an updated procedural order and issues list on or before Thursday, August 14, 2025; and
No further notice is required for the consolidated appeals.

The Conservation Review Board, the Environmental Review Tribunal, the Local Planning Appeal Tribunal and the Mining and Lands Tribunal are amalgamated and continued as the Ontario Land Tribunal (“Tribunal”). Any reference to the preceding tribunals or the former Ontario Municipal Board is deemed to be a reference to the Tribunal.
