MEMORANDUM OF ORAL DECISION DELIVERED BY STEVEN COOKE ON FEBRUARY 15, 2023 AND ORDER OF THE TRIBUNAL
INTRODUCTION AND BACKGROUND
1The matter before the Tribunal was a first Case Management Conference (“CMC”) for the appeals pursuant to s. 22(7), 34(11), and 41(12) of the Planning Act, R.S.O. 1990, c. P.13, as amended, for the applications to amend various Zoning By-laws, the Official Plan, and an application for Site Plan approval for the property known as being the lands located in the southeast corner of Gatineau Drive and New Westminster Drive north of 784 Centre Street (“Subject Lands”) in the City of Vaughan (“City”).
2Blue Water Ranch Developments Inc. (“Applicant”) proposes to construct two 29-storey buildings, on top of podiums, with a total of 624 residential dwelling units.
3The Affidavit of Service signed by Justine Reyes, attesting to proper notice having been given and dated January 25, 2023, was marked as Exhibit 1.

4No individuals or entities came forward at or prior to this CMC to make request for Party or Participant status.
STATUS UPDATE
5The Tribunal was informed that the Applicant and the City have had productive conversations. The Applicant intends to submit to the City revisions to their application for City Council to consider. As discussions have been constructive, and there being no other requests for Party status, the Applicant and City felt they could continue without using mediation.
6A second CMC was requested to be held late May or early June 2023. The purpose of the second CMC would be to set dates for the hearing of the merits and present the Tribunal with a draft Procedural Order and Issues list. Should the parties come to a agreement, the CMC date could be converted into a settlement hearing. The second CMC is scheduled to proceed by video on Friday, June 2, 2023 at 10 am.
