Decision
As I have resigned from the Board and am returning to legal practice, I am unseizing myself of this case. There should be no prejudice to the parties as a result of this decision as I have only dealt with preliminary matters to date. The evidentiary portion of the case is scheduled (or is in the process of being scheduled) for hearing in the Fall and may therefore begin before another panel of the Board.
