DECISION OF THE BOARD; June 23, 2000

The Board has received a communication dated June 22, 2000 from the applicant herein. A copy is attached to this decision; it does not appear to have been copied to the other parties in the file. It does appear to be premature since the final implementation of any plan is to be effective August 1, 2000. However, it is not possible to ascertain whether there has been some breakdown in the process ordered by the Board in its decision of May 11, 2000. If the applicant wishes to pursue this matter, he is directed to file with the board a complete statement of all material facts he alleges in support of the assertion the responding parties have not complied with the Board ‘s order. A copy of this statement is to be provided to the other parties before it is filed with the Board.
