1This is an application for certification.
2A representation vote was held on September 27 and 28, 1999. The ballots were sealed and not counted because the responding party asserts that the “build-up principle” applies and that the vote should therefore be delayed. A hearing on the build-up issue was held on October 25 and 26 and November 5, 1999.
3For reasons which will follow, the Board finds that the build-up principle does not apply to the facts in this application. Accordingly, the Manager of Field Services is directed to arrange the counting of the ballots in the usual manner.
