Decision:
The Panel grants the stay, on consent.
WHEREAS Andy Moore (“MOORE”) is licensed by the Alcohol and Gaming Commission of Ontario (“Commission”) as an Owner/Driver/Trainer, Licence Number DRVV4507;
AND WHEREAS on April 22, 2026, Commission Judges issued Standardbred Ruling Number 3666444 wherein MOORE allowed his foot to come out of the stirrup and make contact with the horse OHIO in Race 10 on April 15, 2026 at The Raceway at Western Fair and was issued a monetary penalty of $300.00 and a five (5) day driving suspension from May 5 - 9, (inclusive), for his 2nd violation in a 365-day period in accordance with Rule 22.19 of the Rules of Standardbred Racing and Policy Directive;
AND WHEREAS on May 5, 2026, MOORE filed a Notice of Appeal and a Notice of Motion requesting a stay with the Panel to which the Registrar consented;
TAKE NOTICE that the Panel grants the stay on consent.
