Decision

1Following discussion between the Parties during today’s hearing date with respect to the above-noted matter, I direct the Parties as follows:

• The Parties will hold a meeting to discuss the implementation and operationalization of the time out of cell requirements and associated documentation with respect to the Segregation Review and Oversight policy.

• During the meeting the Union will have the opportunity to raise concerns, ask questions and present suggestions for management’s consideration with respect to the implementation and operationalization of these requirements.

• There will be no discussion of any specific individual grievances or instances of discipline at this meeting.

• Upon agreement of both Parties, future meetings may be scheduled, if necessary.

• The Parties will make best efforts to schedule this meeting within the next sixty (60) days, at a mutually convenient date.

• The meeting will consist of up to three participants from management and up to three participants from the Union.

• Each Party is free to select who will attend on their behalf. Neither Party is permitted to bring counsel.

• No specific outcome is guaranteed as a result of the meeting.

2Should either Party refuse to schedule or attend the meeting within the specific timeline, without reasonable explanation, the opposing Party is free to request a conference call to seek a formal order from the Board for the meeting and/or seek any remedy the Arbitrator deems appropriate.

3This matter will continue on September 17 and October 6, 2026.

4Either Party is free to request a conference call with the Arbitrator, as necessary.
