1In appropriate circumstances, the parties have an obligation to consider the accommodation needs of surplus employees in the redeployment process. The parties agree to refer these issues to CERC and/or its subcommittees to determine how to implement this obligation and agree to deal with these issues on a substantive basis within 18 months.
